What a pebble finish is, from coarse to smooth
Stone set in cement
The Council says exposed-aggregate finishes are judged by texture, not smoothness, because the cement is removed from the surface to leave the stone standing, and the trade hasn't yet set a tolerance for texture. Pebble Technology International, which has made pebble finishes since 1987, combines its stone with fade-resistant pigments and strengthening agents, and adds abalone and mother-of-pearl shell or glass beads to some blends.
Pebble sizes and brands
Pebble Technology International's original PebbleTec uses the largest stones in its line, PebbleSheen, its most popular, slightly smaller pebbles for a more refined texture, and PebbleFina its smallest natural pebbles for what it calls the smoothest aggregate finish available. NPT's StoneScapes runs from Micro, its smoothest, through Mini, its most popular size for over 15 years, to Regular, its original, whose pebbles can be felt underfoot. Pebble Technology International sells its finishes only through trained Certified Builders, Elite Builders and Authorized Installers, so ask any contractor which brands it is approved to apply.
Pebble against quartz, plaster and polished finishes
Where pebble is more than the budget allows, quartz pool finishes are the Council's 10 to 15 year step up from plaster, and pool replastering in white or colored plaster is its economical option. Pebble colors, water tone and heat
The finish's base color sets the water's color: CL Industries says white, blue, black or gray finishes give blue water, while green, brown or tan give green water. SGM adds that light finishes keep the water cooler while dark ones absorb and hold heat, and that water over a sun shelf, beach entry or steps looks much lighter than the deep end. Shade from tall trees or buildings makes the water look darker, NPT says.
Pebble Technology International says neither it nor the applicator can guarantee uniform color, which depends on batch consistency, application, start-up, curing and water chemistry, and it asks owners to allow about 28 days before judging the final water and finish colors.

Prep and two coats
For remodels, Pebble Technology International's applicators strip off the existing surface first. Its specification calls for two coats, a scratch coat troweled hard for a mechanical bond and a second coat once the first is stiff enough to hold it, with PebbleSheen at least 3/8 inch thick. The finish is cut back at least 1/2 inch where it meets tile or stone so it keys in, with no beveled or ramped edges, and each coat goes on without interruption to avoid cold joints.
Exposing the stone
The mix of stone, cement, water, pigment and additives is pumped through a hose and sprayed on, hand-troweled by applicators in spiked shoes, then sprayed or wiped with water to expose the pebbles. The day after, the surface is scraped to remove loose or protruding pebbles and treated with acid to clear cement residue, often with power washing and buffing. NPT warns that relying on an acid wash alone usually leaves a pebble finish underexposed, with cement paste still covering some of the stone.
The fill and start-up
The pool is filled right away and without interruption until the finish is underwater, with the hose at the deepest point; NPT says water running down from the shallow end leaves a mark on a new finish. Pebble Technology International's start-up range for the first 28 days is pH 7.0–7.4, alkalinity 80–90 ppm and calcium hardness 200–250 ppm. It says acid additions are often daily for the first two weeks, the equipment runs continuously for at least seven days, the water isn't heated for 14 days, salt for a salt chlorinator waits 28 days, and a small loss of pebbles during start-up is normal.

Pebble finishes in Flower Mound's weather and water
Cold days and hot ones
Pebble Technology International accepts cold-weather installs only when the daily average temperature is above 40°F and the shell isn't frozen, and the finish must not freeze before the pool is filled; NPT asks that a new finish be kept from freezing for its first 48 hours. NOAA's 1991–2020 normals for Grapevine Dam give 44.3 nights a year at or below freezing; in half of all years the last spring freeze comes by March 14 and the first autumn freeze by November 17. In heat and wind, NPT protects a fresh pebble finish from rapid drying by fogging or misting the surface; Grapevine Dam averages 22.1 days a year at 100°F or hotter.
Fill water
Pebble Technology International says not to fill a new finish with soft water, though softened water can be used once the finish has cured. Flower Mound's 2025 water quality report doesn't print calcium hardness, and the National Plasterers Council recommends fill water above 150 ppm calcium hardness for some high-performance finishes, so the fill is worth testing first.
Water testing and the makers' warranties
A finish warranty is the maker's, on the maker's terms. Pebble Technology International warrants its pebble, glass bead and pigment to the original residential owner for 5 years, covering the material but not labor, and says improper water chemistry voids it; it asks for testing at least once a week and printed water reports with any claim. NPT gives StoneScapes owners a 10-year limited warranty, and a lifetime limited warranty when an approved applicator installs it.

The Council calls pebble the most durable surface available but notes it is slightly more textured, costs more, and can still be damaged under the most extreme water chemistry. What type of pebble finish is best for my pool?
It comes down to texture. Pebble Technology International recommends nylon, nylon-and-stainless or polypropylene brushes for its exposed finishes but nylon only for its smoother PebbleFina and PebbleBreeze. In wet slip tests by the Tile Council of North America method, NPT's StoneScapes White Regular measured 0.73, and a blend with 25% glass bead 0.67.
Which pool finish is better, quartz or pebble?
The Council rates quartz a 10 to 15 year surface and pebble 12 to 18, and calls quartz harder and far more resistant to changing water chemistry than plaster, but pebble the most durable surface available. SGM, which makes a quartz finish, says pebble's texture hides minor staining better, while smoother, lighter quartz shows staining and mottling sooner.
