Pebble finishes differ by maker in their stone and their binder. Pebble Technology International gathers tumbled stone from sources as far apart as New Zealand and Chile, sizing every stone so the texture is uniform, and its lab figures for PebbleTec show compressive strength of 8,226 psi at 7 days, rising to 9,913 at 28 and 10,134 at 90, with a wet dynamic coefficient of friction of 0.63. NPT's StoneScapes combines quartz pebble and specialty aggregates with iron oxide pigments in white portland cement; the Lobo modifier NPT wants in every batch adds pozzolan, polymer and water-repelling chemistry, which it credits with less mottling and plaster dust and with 9,000 to 10,000 psi at 28 days. Wet Edge Technologies credits water rounding its stones over millennia for a smooth surface, and its Signature Matrix mixes small and medium pebbles so they pack tighter and show less cement.
Thickness and troweling
Each maker sets its own thickness. NPT asks for an even 3/8 to 1/2 inch, since a thin coat dries too fast and a thick one sets slowly and can trap moisture that grays the finish; CL Industries puts its CrystalStones on at about 1/2 to 3/4 inch; and SGM's River Rok comes in 80-pound bags that cover about 18 to 22 square feet at a half inch. NPT has the finish hard-troweled at least three times, which drives the larger stones down and the smaller ones up, and fills spike holes with aggregate and cement rather than cream. Pebble Technology International caps calcium chloride at 2% of the cement weight, warning that it can raise plaster dust, darken light colors and blotch dark ones.
Exposing the stone
Exposure methods vary too. SGM approves only water washing with brushes for River Rok, with a light acid wash allowed the same day or early the next, while CL Industries brushes CrystalStones gently under a controlled flow of water before a diluted muriatic acid rinse. Pebble Technology International describes a break-in of about 1 to 3 days while the applicator finishes the surface, and says the product gains most of its durability in the first 28 days; Wet Edge, which also counts 28 days to a mostly cured finish, asks owners to register it within 60 days and keep start-up and monthly water records.

The City of Colleyville buys its water from the Trinity River Authority's Tarrant County Water Project, which draws mainly on Lake Arlington, according to the City's water quality report for January 1 to December 31, 2025. That report lists calcium at 38.0 ppm and magnesium at 3.68 ppm from samples taken February 27, 2025, but prints no total hardness figure, so the fill water's calcium hardness is a number to test for before a new finish is started up. The National Plasterers Council warns that soft fill water, low in calcium hardness, pulls calcium out of the surface of a new finish, causing anything from severe discoloration to a weaker cement binder.
Pebble Technology International says that if the water isn't watched closely during start-up, plaster dust sticks to the new surface and leaves stains, blotchy color or roughness. Its brushing advice comes in two versions: its care page asks for brushing three times a day for the first three days and twice a day for the next ten, while its planning guide asks for three times a day for the first 7 days and twice a day for the following 3 weeks. The care page names a nylon brush, worked toward the main drain. Light from pool lights or other sources shining across the surface rather than onto it exaggerates small waves and imperfections, which the maker doesn't count as defects, and it follows the Council in judging a pool in daylight.

Since April 1, 2025, Colleyville has worked under the 2024 International Codes, the 2023 National Electrical Code and the 2024 International Fire Code, adopted by Ordinance O-25-2317. Its 2025 pool guidelines require pool contractors to register with the City and apply online, and the City aims to finish plan reviews within seven working days. The guidelines don't say whether a new interior finish on an existing pool needs a permit, so ask Building Inspections before the old surface comes off.
What the guidelines ask for
A pool permit needs an application naming registered electrical and plumbing contractors, a site plan drawn on a survey with setbacks, easements and construction access, a pool plan stamped by the electric utility, and a drainage plan that covers lot grading and deck, area and roof drains. An impervious-coverage worksheet adds up roofs, patios, driveways, walks and other hard surfaces and divides them by the lot area; homes on septic show their lateral lines or aerobic systems with the Tarrant County Health Department's or TCEQ's setbacks; and protected trees are shown on the plans, with no fill, stored materials or parked vehicles under them, worth keeping in mind wherever a crew sets up.
Setbacks, decks and barriers
Outdoor pools, spas and hot tubs sit at least 5 feet from every property line, outside the required front yard and no farther forward than the front of the house. Decks and equipment stay out of drainage and utility easements, and any decking, stonework or equipment less than 5 feet from a side or rear line needs a drainage plan designed by an engineer. The City's 2025 barrier certification calls for a barrier at least 48 inches high around residential pools, spas and hot tubs, measured on the side away from the water.

Settlement in the area began in the 1850s, the City's history says, and Pleasant Run Baptist Church, organized in 1877, was the first church inside today's limits. French-born Anthelm Bidault planted orchards and vineyards near the Pleasant Run community from 1897. When the Cotton Belt railway came through the hamlet of Red Rock in 1888, Felix G. Bransford's store and post office moved there, Red Rock became Bransford, and it grew into the area's largest community. Dr. Lilburn Howard Colley, a Missouri native and Union Army veteran who came to Texas in 1880, practiced medicine around Bransford for 40 years, and his name attached to a community that formed around a store W.G. Couch opened on Glade Road in 1914.
Colleyville incorporated on January 10, 1956. The Handbook counts 1,491 residents in 1964, 12,724 in 1990 and 19,636 in 2000, and the City lists 12 parks and greenbelts along with full-service recreational facilities.
