Westlake homes, nearly all built since 2000
The U.S. Census Bureau's 2020–2024 survey estimates count 567 housing units in Westlake, a small sample with a wide margin of error (133 units). Of them, 276 (48.7%) were built between 2010 and 2019 and 244 (43.0%) between 2000 and 2009, with 12 since 2020, 3 from the 1990s, 17 from the 1980s and 15 from before 1980; the median year built is 2010 (plus or minus two). Of the units, 552, or 97.4%, are detached single-family houses, and owners live in 547 of the 567 occupied homes. The Census table's scale stops short of Westlake's medians: it shows the owner-occupied home value only as more than $2,000,000 and household income as more than $250,000. The 2020 Census counted 1,623 residents in 519 housing units, and the Bureau's estimate for July 1, 2025 is 2,057.
Subdivisions on the Town's list
The Town calls the Carpenter Addition, or Mahotea Boone, its oldest subdivision, platted about 1978 with fourteen lots zoned for at least two acres; Shelby Estates, another of the oldest, has lots of 5 to 10 acres. Vaquero has about 298 homes around a golf course designed by Tom Fazio, behind a guard gate and under its own architectural and landscape design guidelines. Glenwyck Farms spreads over more than 100 wooded acres with home sites of 0.80 to over 1 acre and natural ponds, and Paigebrooke is an eight-lot subdivision from the late 1990s. Newer ones include Granada, with 84 homes on about 84 acres; Terra Bella, 28 gated lots; Quail Hollow, 188 acres planned for 96 estate homes on lots over an acre; Villaggio, 17 lots of an acre or more; and Entrada, an 85-acre Catalonia-themed mixed-use village. Stagecoach Hills, a 30-house airport subdivision, takes its name from an old stagecoach trail from Keller to Denton.
Associations and design approval
Most Westlake communities are governed by homeowners' associations, which typically look after common and open spaces, landscaping, private roads, trails, lighting, signage and walls, while the Town maintains water, sewer, thoroughfares and parks. Most new single-family homes need an HOA approval letter when their permit is submitted. Associations' pool rules aren't posted online, so ask yours what it reviews before tile is ordered.

On September 15, 2026, the Town Council adopted the 2024 International Building, Residential, Plumbing, Mechanical, Fuel Gas, Fire, Existing Building and Property Maintenance codes and the 2024 International Swimming Pool and Spa Code, with the 2021 International Energy Conservation Code and the 2026 National Electrical Code, all carrying amendments recommended by the North Central Texas Council of Governments (Ordinance 977). The Town's 2026 Residential Project Guidelines still list the 2021 codes, so confirm the edition with the Town.
The 2024 pool code adds a line exempting the replastering or resurfacing of an existing pool or spa from permits. Whether a full retile counts as resurfacing in Westlake, and whether the regional amendments change that sentence, the Town's pages don't say, so ask before any tile comes off.
What the Town's permit pages list
Westlake's list of residential work requiring a permit includes pools and spas and remodels or additions to a building, and its 2026 Residential Project Guidelines give swimming pools, accessory structures, irrigation systems and retaining walls their own review and permit, separate from the house. Under the fee schedule in Ordinance 938, as of April 21, 2026, a pool or spa permit costs 1% of the project's valuation with a $2,000 minimum, and pool contractors register with the Town for $125.00.

The Town of Westlake serves more than 1,000 water and sewer accounts and buys its water wholesale from the City of Fort Worth, with sewer service from the Trinity River Authority. The Town's 2025 report gives total hardness of 108 to 150 ppm. Stage One watering rules have applied year-round since 2013, and the level of the Tarrant Regional Water District's lakes is one of the triggers for tighter stages; the Town's conservation page says nothing about filling or draining pools.
That hardness matters for what holds tile in place. LATICRETE, which makes tile-setting materials, warns that when calcium sits below 200 to 250 ppm, chlorine draws on the free calcium in portland cement-based grout and mortar, which then deteriorate and etch. Calcium hardness can never exceed total hardness, so by our arithmetic water at 108 to 150 ppm starts under that range until calcium is added. LATICRETE says its epoxy grouts, having no portland cement in them, aren't subject to the effects of water treatment, and it recommends epoxy adhesives in pools to rule out chemical attack. It holds tiled-pool water between pH 7.2 and 8.0: too high and minerals can build up behind the tile and weaken its bond, too low and cement-based materials etch.

The USDA soil survey maps 47 units inside Westlake's Census boundary. The largest, Silstid loamy fine sand on about 13.8% of the mapped land and Gasil fine sandy loam on about 13.0% and 7.3% at two slope ranges, rate low for shrink-swell at 1.5 and 1.8 percent on the 1980 Denton County survey's scale; the Birome-Aubrey-Rayex complex (about 7.3%) rates moderate, at 4.5. Mapped water covers about 2.2%.
Tile still needs room to move, whatever the ground does. Lightstreams, a glass tile maker, follows the Tile Council of North America's joint design: flexible silicone made for pools where the waterline tile meets the coping or a concrete deck, a joint at least every 8 feet along spa overflows and vanishing edges, and one at each inside corner where the surface changes plane. LATICRETE also cuts in joints every 8 to 12 feet in both directions, beyond those that follow the shell's own joints, to absorb the tile's moisture expansion over the years and its shrinkage whenever the pool is emptied.
Circle T Ranch to corporate campuses
Westlake began in 1956, the Handbook of Texas says, the year Dallas attorney Glen Turner founded Circle T Ranch and ranchers and homeowners near Grapevine Lake incorporated under the town's name; 112 people lived there in 1960. In 1973 the town released part of its northern land, which became Trophy Club, the subject of our page on pool coping repair in Trophy Club. The Solana office complex went up in the mid-1980s, Ross Perot Jr. bought Circle T Ranch in 1993, and an attempt to dissolve the town in 1997 led to months of lawsuits before Westlake won back its land; it had 207 people in 2000.
The Town describes itself as the place where the Cross Timbers met the prairie. Its corporate campuses include Deloitte University, a 750,000-square-foot learning center, Solana, Fidelity Investments' North Texas campus and the Charles Schwab campus. The three-story Medlin barn, believed to be about 130 years old, stood as a landmark until 1997, when it was taken down for safety, and a time capsule sealed in 2007 is to be opened on September 8, 2057. Glenwyck Farms Park, 13.5 acres at 1601 Fair Oaks Drive, keeps oak and pecan trees up to 60 feet tall, a running brook and three rustic bridges.

The Town says whether the retile falls under the 2024 code’s resurfacing sentence; if a permit is needed, the fee is 1% of valuation with a $2,000 minimum.
Consult the tile maker
Lightstreams wants a call before tile is ordered for an all-tile pool, and strongly recommends building a test panel first.
Waterproof the whole shell
LATICRETE wants the membrane laid as one continuous pan without voids, and doesn’t recommend waterproofing only the waterline in submerged work.
Set the tile in shade
Thin-set goes on with 95 to 100 percent coverage, each sheet back-buttered, and the work is shaded from sun and wind, since light through clear glass can heat the curing thin-set.
Grout and wait
Lightstreams allows 21 days after grouting before the fill; LATICRETE’s minimum at 70°F is 14 days for latex-fortified cement grout and 10 for epoxy.
Fill slowly and balance
The pool fills at LATICRETE’s rate of 2 feet per 24 hours, and the water is then brought to pH 7.2–8.0, with calcium raised for any cement grout.
