The City of Roanoke gives residents its own way to check for a leak at the meter: use no water on the property for 30 to 60 minutes, note the reading, check it again, and if it has moved, close the shutoff valves under every toilet and repeat. The City grants a leak adjustment only once the repair has been made, for one month of use, and only once in any 12-month period, so the fix has to come before the request.

A pool's own losses need sorting out too. The U.S. Environmental Protection Agency's WaterSense program lists evaporation, cleaning, leaks and splashing as the ways pools use water, and reads a drop of more than 2 inches a week, or 3 inches in hot, dry places with high evaporation, as a likely leak. The City's conservation tips suggest covering pools to cut evaporation. As a wholesale customer of Fort Worth, Roanoke keeps a twice-a-week watering schedule all year: odd-numbered addresses on Sundays and Thursdays, even-numbered on Saturdays and Wednesdays, non-residential customers on Tuesdays and Fridays, nobody on Mondays, and no sprinklers from 10 a.m. to 6 p.m.

The U.S. Census Bureau's 2020–2024 survey estimates count 4,547 housing units in Roanoke (margin of error 333). Detached single-family houses make up 2,143 of them, or 47.1%, while 1,791 (39.4%) sit in buildings of five or more units and 414 (9.1%) are mobile homes. Clay soils and pool plumbing

Every one of the four largest soils the USDA survey maps inside Roanoke's Census boundary rates high or very high for shrink-swell. Frio clay loam, frequently flooded, covers about 14.2% of the mapped land at a linear extensibility of 6.6 percent; Mingo clay loam about 12.3% at 7.5; Slidell clay about 8.5% at 10; and Ponder loam about 8.0% at 7.5. The 1980 Denton County survey draws its high line at 6 percent and very high above 9, and notes that soils in those classes can do damage to buildings, roads and other structures as they swell and shrink.

A 2007 paper by a Houston geotechnical engineer for the Foundation Performance Association, aimed at that region's expansive clays, says a pool in such soil should be isolated from it to resist movement, with plumbing connections designed to allow for movement and the structure designed by a structural engineer licensed in Texas. It also warns that soil can keep swelling for several years under a tree that has died or been removed, and that holes punched through an empty pool's floor to ease pressure from below can cause a leak and, in expansive soil, uplift.

Permits and pool rules in Roanoke

Roanoke requires a permit before any alteration, addition, new construction or repair of existing buildings and structures and their electrical, mechanical or plumbing work. Its Building Inspection page lists the 2024 International codes, the 2024 International Swimming Pool and Spa Code among them under Ordinance No. 2026-134, and the 2026 National Electrical Code, all effective June 23, 2026; the City's older pool permit packet still cites the 2021 pool code. Whether a particular leak repair needs a permit isn't stated, so ask Building Inspection before the work begins.

What the pool packet sets

A pool permit form goes to Oncor for plan review before it reaches the City, and the same permit can cover spas, gas fire pits, fireplaces, outdoor showers, outdoor kitchens and detached structures up to 120 square feet. The City's zoning standards for residential pools, Sec. 12.754, keep the decking, water's edge and equipment at least ten feet from the rear property line, out of the house's side setbacks and out of any easement, and call for a fence at least four feet high with self-closing, self-latching gates kept locked when not in use. Houses on septic systems show their lateral lines or aerobic system on the pool site plan, with the setbacks the Denton County Health Department requires, and the City is not a party to deed restrictions or HOA rules.

Inspections in cold or wet weather

No concrete inspection is made unless the temperature is 38 degrees and rising, and no concrete or plumbing rough inspection when it is too wet; a $100.00 re-inspection fee may be charged when the work isn't ready. The packet leaves the pool permit fee blank.

Where leaks hide and how they are sealed

The EPA's pool guide finds leaks in liners, pump seals, piping and pipe joints, the connections where pool meets pipe, and pool edges, and warns that small leaks can quickly become big ones. In a concrete pool the American Shotcrete Association holds that a quality shotcrete shell should be functionally watertight by itself, since plaster and tile are not what keep the water in.

Hydraulic cements stop water that is still moving: QUIKRETE's Hydraulic Water-Stop Cement reaches final set in under 5 minutes and comes in a white version for pool patching, and Xypex says its Patch'n Plug stops flowing water in seconds. For cracks that weep, Prime Resins recommends a low-viscosity resin that soaks in, and for gushing leaks one that reacts quickly; its hydrophilic polyurethane injection foams into a closed-cell, watertight seal and stays flexible as the concrete moves. Plumbing is pressure-tested: the 2021 edition of the pool code, which the City's packet cites, has circulation piping hold 25 psi for at least 15 minutes and rules out compressed air for testing plastic pipe.

Oak Street, the Medlins and Byron Nelson

Twenty Missouri families led by Louis and Charles Medlin settled near where Denton and Henrietta creeks meet in 1847, the Handbook of Texas records; floods moved the settlement a mile south to higher ground in 1879, and when the Texas and Pacific came through in 1881 residents moved to the rail line and built a town named for Roanoke, Virginia. By 1890 it had 350 people, four churches, a school, a cotton gin, a hotel and a livery stable. Its population held near 585 from the early 1960s until the 1980s, then reached 1,616 by 1990 and 2,810 in 2000. The City says Roanoke was a cattle center with two hotels, the Pacific and the Eureka, and a water tank in the middle of Oak Street, and that it incorporated in 1933 with H. W. Jenkins as first mayor; the Handbook says only that it was incorporated by 1940.

The Rock Building on Oak Street, from about 1886 and first the Silver Spur Saloon, reopened after restoration in 2008 as the Visitor Center and Museum and is a Recorded Texas Historic Landmark, and the downtown district is on the National Register of Historic Places. More historical markers stand at the water tower on Oak Street and at the former Continental State Bank, 109 South Oak Street, and concerts play at Austin Street Plaza. Golfer Byron Nelson built his home in Roanoke as a young man and lived there until his death in 2006, and the Texas House of Representatives named it the Unique Dining Capital of Texas in June 2009. Of its nine City parks, Roanoke Community Park has a fishing pier and pond trail and FairPlay Park, on S. Walnut Street, a swimming pool with slides. Questions on finding and fixing a pool leak

Can you fix a pool leak without draining?

Often, depending on where the leak is. Hydraulic cements are made to stop water that is still flowing, which is why QUIKRETE sells a white water-stop cement for pool patching, and Prime Resins injects a water-activated polyurethane into actively leaking cracks. Not every leak can be sealed that way, though: national 2025 cost figures describe in-ground leak repair as often involving draining, patching and refilling.

How far does a pool have to be from the house in Texas?

In Roanoke, the City's zoning standards for residential pools answer it: a pool closer than five feet to a permanent structure needs an engineer's design, and no part of the decking, water's edge or equipment may sit within ten feet of the rear property line, inside the house's side setbacks or in an easement.
