Is it in the finish or the shell?
The National Plasterers Council reserves the term shrinkage crack for a crack that opens while a finish goes on or within a day after it sets, which is a different matter from a break in the structure. The American Shotcrete Association treats a gunite or shotcrete shell as concrete that happens to be sprayed into place, so the usual repairs for cracked concrete apply to it.
Has the shell moved?
The Association's guidance splits the work by cause. Overlooked holes, along with some shrinkage, autogenous and plastic cracks, can usually be plugged or patched, while a crack from structural movement or stress inside the shell needs its cause and its remedy worked out first. Where spider-web cracking leaves a shell's strength in question, it wants a qualified local engineering firm to drill cores and have them tested to ASTM C42/C42M or C1604/C1604M.
Is it wet or dry?
A crack that leaks changes the material. Prime Resins, a resin maker, sorts leaks into weeping hairline cracks, which need a thin resin that can work its way in, and gushing ones, which need a fast reaction or set. As a maker of both kinds, it also argues that water-seeking hydrophilic resins soak into the tight micro-cracks of wet concrete and bond there, while water-repelling hydrophobic resins won't penetrate those areas and can fail a few months after the job.
Is steel showing?
Rust bleeding through the finish can mean the steel was shot under too thin a layer of concrete. An article in the Association's magazine explains that thin cover lets water reach the reinforcing bars and start corrosion that can spall the concrete away, and the Association holds the shotcrete contractor responsible for keeping proper cover over the steel.

The City's permit list calls for a permit before an in-ground pool, or an above-ground pool more than 24 inches deep, is built or installed. It doesn't mention repairing a crack in an existing pool, so ask Building Inspections whether your repair needs a permit before the shell is cut open.
For a new residential pool, the City wants plans signed and sealed, with a dated letter from a Texas-licensed professional engineer, and a site plan showing grades, at least 3 feet between the property line and the excavation, the pool, deck and equipment pad, the drainage and the construction type. Windows or doors within 5 feet of the water need safety glazing, a house-pool protection device certificate is required, the application fee is $50 and non-refundable, and a pool or spa plan review costs $50 or 25% of the building permit fee, whichever is greater. Contractors must register with the City, which has adopted the 2021 International Residential Code with local amendments under Ordinance 2024-2551.
Those engineering rules are for new pools. For a structural crack in an existing shell, the American Shotcrete Association wants an engineer or an injection specialist experienced with shotcrete to look at the cracking before a repair is picked, and it notes that thickening a cracked wall changes the pool engineer's design, because the added shotcrete needs more reinforcing steel.
Wells, Dallas water and the refill
The City pumps from five wells, four in the Trinity Sands aquifer and one in the Paluxy, producing up to 9 million gallons a day, and buys up to 7 million gallons a day of treated surface water from Dallas Water Utilities; its latest water quality report covers 2025. The Colony takes its name from the Peters colony, and the Handbook of Texas places it on the site of the Hedgcoxe War of 1852, when armed settlers raided and burned the office of the Texas Emigration and Land Company. Older still is Bridges Settlement, settled in 1843 and the first settlement in Denton County; members of the Bridges family lie in Bridges Cemetery, on the family's land grant in the east of today's city. Stewarts Creek, Rector and Camey, also known as Camey Spur, were historic communities inside its limits as well.
In 1973 the Dallas developer Fox and Jacobs bought land on the eastern shore of Lewisville Lake, about 2,500 acres by the City's account and some 3,000 by the Handbook's, and formed a municipal utility district to supply water; the first families moved in during October 1974. Fox and Jacobs built and donated a fire station in 1975, and by January 1977, with more than 3,500 residents, the community voted to incorporate, after a homeowners' association had negotiated the land's release from Frisco's extraterritorial jurisdiction. Camey Elementary opened that year, a 1979 charter made The Colony a home-rule city with a council-manager government and a seven-member council, and the public library followed in 1982. Eastvale, a lakeside community begun in the early 1960s that grew to about 600 people, consolidated with the city in 1987, and the population reached 22,113 in 1990 and 26,531 in 2000.
