Hebron's homes, in survey figures with wide margins

The survey counts 117 housing units in Hebron, give or take 43. Of them, 62, about 53.0%, were built in 2010–2019 and none since 2020, 25 in 2000–2009, 23 in the 1990s and 7 before 1990, for a median year built of 2011, give or take seven years. Fifty are single-family detached houses and 49 are single-family attached; 13 units sit in buildings of 50 or more, and 5 are mobile homes. Owners occupy 98 of the 109 occupied homes; owner-occupied homes are valued at a median $478,600, with a margin of $116,007, and the median household income is $218,424.

Two counts, two boundaries

Hebron's numbers need care. The 2020 Census counted 803 residents and 284 housing units, but the Census Bureau's estimates base for April 2020 is 184, and its estimate for July 1, 2025 is 182, drawn on boundaries as of January 1, 2025. The Bureau's Gazetteer files show Hebron's land shrinking from 0.329 square miles in 2020 and 2021 to 0.268 square miles from 2023 on, and its boundary records list a 34.7-acre deannexation in Denton County, effective April 6, 2015, and recorded by the Bureau in 2021, alongside an annexation and a second deannexation in 2019. For today's town, the figure is 182.

Houston Black clay and the 1980 survey's reference sites

The USDA soil survey maps 12 units on land inside Hebron. Houston Black clay on 1 to 3 percent slopes covers about 33.5% of the mapped land, Ferris-Heiden clay on 5 to 15 percent slopes about 12.1% and Houston Black clay on 0 to 1 percent slopes about 11.2%, and about 10.7% falls in the Collin County survey. Grouped by main soil, Houston Black leads at about 55.4%, with Ferris at 12.1% and Eddy at 11.2%. Houston Black's highest linear extensibility is 12 percent, which the 1980 Denton County survey would place in its very high class, over 9 percent, a class it says is sometimes used, and NRCS's Very limited rating for houses, given for shrink-swell, covers the main soil on about 78.8% of the mapped land.

The 1980 survey describes Hebron's largest unit, Houston Black clay on 1 to 3 percent slopes, as a deep, gently sloping soil on broad, smooth uplands, where undisturbed ground rises in knolls 3 to 12 inches higher than the hollows between them. Its very dark gray clay surface layer runs about 33 inches thick, runoff is medium and permeability is very slow. The same survey measured its typical profiles of three soils from Hebron itself, Eddy from a site 1.0 mile south of the town, Heiden from the Hebron Baptist Church and Stephen 2.5 miles south, and all three are mapped inside today's boundary.

What the topping can and can't take

Mortex, which invented Keystone Kool Deck in 1962, says the topping withstands thermal expansion and contraction better than concrete, and it builds the texture at about 40 percent smooth to 60 percent void so that the raised knolls can move into the voids instead of craze cracking. Those claims cover the topping's own movement. A slab that has settled or heaved is another job: Mortex has major cracks and structural damage fixed well ahead of any topping, and settlement cracking is one of the common kinds the National Ready Mixed Concrete Association names.

A town of patches: Hebron's history

The Handbook of Texas places Hebron twenty-one miles southeast of Denton, founded near the old Bridges Settlement of 1843 and named for the Biblical town of Hebron, and its Denton County entry puts the county's earliest settlement in that southeastern section, near present Hebron. The community had a post office by 1890, the Red River, Texas and Southern Railway, later the Burlington Northern, built through it in 1902, and at one time it had three cotton gins. The Handbook has Hebron incorporating briefly in the mid-1960s and for good in the mid-1970s, while the Texas Municipal League's directory gives 1965. The population stood at 486 in 1975, 385 in 1980, 1,128 in 1990 and 874 in 2000, and the annexation policies of Carrollton and Plano limited how far the town could grow.

Local news reported in December 2006 that Hebron, almost 25 square miles on 1960s maps, was down to less than two square miles in five nearly separate patches, joined by 10-foot-wide strips to keep the town contiguous, stretching from Dallas Air Park near the Dallas North Tollway to Indian Creek Golf Course near Interstate 35E. The same report said Stanley Dozier, mayor for 36 years until 1997, ran the town as a holding basin for landowners, letting them disannex when they wanted to develop, mostly into Carrollton but also into Lewisville, Plano or The Colony. Longtime residents quoted in it recalled two cotton gins, two grocery stores, a filling station and a barbershop on Hebron Parkway west of Charles Street in the early 1900s, an area now in Carrollton, and the report described a town with no property taxes, no town hall and no employees, which contracted out police and fire protection and was governed by a town commission.

The First Baptist Church marker

The Texas Historical Commission's 1984 marker for the First Baptist Church, Hebron, is the only state marker we found inside today's boundary. Its text says the congregation was organized in 1883 at the Willow Springs School as Big Valley Baptist Church, moved to the new town of Hebron in the early 1900s under the Rev. D. B. Allen, took the name Hebron Baptist Church, and completed its first sanctuary in 1920.

Carrollton water and the permit question

On the Public Utility Commission of Texas's water service-area map, about 87.6% of the area inside Hebron lies in the City of Carrollton's certificated service area, and the Collin County pieces lie in the areas of the Airpark Homeowners Association and the City of Plano. The map shows where a utility is certificated to serve, not which homes are connected. Local news reported in 2006 that Carrollton had held exclusive rights to supply Hebron's water since 1996 and for five years had refused to add service for development unless properties left Hebron, and that Hebron had won rulings against it, including one from the State Office of Administrative Hearings in 2004.

Carrollton buys its water from the City of Dallas. On October 6, 2026, the City's page showed no mandatory drought restrictions in force, and its rules bar watering from 10 a.m. to 6 p.m. between April 1 and October 31. A cool deck job uses water: Mortex keeps the deck wet for at least an hour before its bonder goes on and has a new topping washed often for 28 days, so check your provider's current rules before work starts.

We found no Hebron town website, code of ordinances, building department or permit rule for decks, flatwork or pools. The Texas Municipal League's directory lists Hebron as a general-law town with a mayor and two commissioners and a mailing address in Carrollton, so ask the Town whether your job needs a permit before any work begins.

Cool deck work beside deck repair and resurfacing

A worn topping often sits on a slab that needs help first. Flower Mound Pool Resurfacing also handles pool deck repair, deck resurfacing and coatings, mastic and expansion joints, coping, and travertine decks. Nearby, see pool replastering in Carrollton and pool crack repair in The Colony.

A Kool Deck coat over a concrete pool deck runs about $4 to $6 per square foot in national 2025 figures, and published 2026 ranges with no area named put a typical 800-square-foot cool deck at $2,400 to $12,000 to resurface, depending on the method. Those are published figures, not our prices.

How a cool deck is repaired or recoated

  1. Check the slab and the ground

Settled, heaved or cracked concrete is dealt with first, because the Kool Deck bonding system holds only to sound, solid concrete.

  2. Ask the Town

No Hebron permit rule was found; ask the Town before work begins.

  3. Strip and etch

Loose or worn toppings come off with a scarifier and a power washer, and the deck is etched with muriatic acid, which should boil and bubble; Mortex says that if it doesn’t, something is still on the surface.

  4. Bond and splash

After at least an hour of wetting, a thin coat of gray PTA bonder is broomed on, and the topping is splashed on before it dries; Mortex warns that too thick a mix brings poor coverage and more craze cracking.

  5. Cover, then wash

Sand-weighted plastic stays on for two days, and the deck is washed often through its first weeks of curing.

  6. Seal later if wanted

Mortex’s Protect-A-Deck water repellent goes on decks at least 28 days old, between 40°F and 95°F, and needs three rain-free days to cure.
