A town built mostly since 2010

The survey counts 2,889 housing units: 1,297 built from 2010 to 2019 and 852 in 2020 or later, against 505 from the 2000s and only 165 from before 1990, with a median year built of 2015. Single-family detached houses make up about 61.9% of them, and 940 units, about 32.5%, sit in buildings of five or more units; the median owner-occupied home is worth $565,600 and the median household income is $123,469. The 2020 Census counted 5,201 residents, and the Census Bureau estimates 12,036 on July 1, 2025.

Ranches, Alliance and a first Town Hall

Northlake incorporated on December 28, 1960, when the area was only ranches, because residents worried that Denton, Fort Worth and other neighbors meant to absorb it. Dan and Margaret Ashmore, the first mayor and town secretary, gathered the support of at least 200 people, and the aim was to protect the rural character rather than to grow. Little was built for decades: the Handbook of Texas estimates 20 residents in 1970, 143 in 1980 and 250 in 1990, before Alliance Airport, a few miles south, helped lift the count to 921 by 2000. The Town met without a permanent home for its first 35 years and built its first Town Hall in 1999.

Districts behind the new communities

Special districts build the water, sewer, road and drainage systems in several new communities and levy their own tax: Belmont Freshwater Supply District 1, Canyon Falls Water Control and Improvement District 2, Northlake Municipal Management District 2 and Pecan Square Municipal Management District 1, with the Highlands Public Improvement District paying for water lines, sidewalks and trails. The Town Council dissolved the Harvest Public Improvement District on October 10, 2024. Pecan Square's homeowners association runs a resident swimming pool, and Harvest's community rules cover the pools in its common areas.

Hardness and calcium in the 2025 water report

The Town's water comes from Town-owned wells and two surface suppliers. Fort Worth's system, drawing on Lake Worth, Richland-Chambers, Eagle Mountain Lake, Cedar Creek and other sources, serves the south of town, and the Upper Trinity Regional Water District serves the northern subdivisions from Lewisville Lake. The Town's 2025 water quality report lists calcium at 37.6 to 48.1 ppm and total hardness at 108 to 150 ppm as calcium carbonate, which it also gives as 6 to 9 grains per gallon, with total alkalinity of 99.7 to 124 ppm and pH from 7.8 to 8.5.

Those figures beside the tile makers' targets

Calcium hardness can't run higher than total hardness, so water delivered at the report's top figure carries no more than 150 ppm of calcium hardness. That sits below the 200 to 400 ppm Lunada Bay Tile asks for in pool water and below the 200 to 250 ppm floor LATICRETE sets to keep chlorine from drawing calcium out of cement grout. The report's pH range, 7.8 to 8.5, begins at the top of Lunada Bay's 7.2 to 7.8 and runs past it.

The chemical maker Orenda explains that calcium hardness on its own seldom drives scale: high pH, warm water and carbonate alkalinity push calcium carbonate out of the water, which is why the Pool & Hot Tub Alliance's Langelier Saturation Index weighs pH, temperature, total dissolved solids, alkalinity and calcium hardness together. A reading over zero points to scale, and a reading under zero to water that may etch cement.

Why the band forms where it does

Orenda calls the evaporation line on tile a common kind of scale. In its account, water evaporating from the tile strands its calcium there, and the water left in a pool that is losing volume becomes steadily more saturated. Lunada Bay Tile has owners brush the waterline weekly with a soft brush or non-abrasive pad, since that band sees the most evaporation, and keeps overflow features running from sunrise to sunset instead of cycling on and off.

Fill days, the Pool Fill Form and the drought plan

Cleaning tile doesn't mean emptying the pool. Kramer Industries, a blasting-media maker, lowers the water about 6 inches below the tile before glass beads are shot at it at low pressure, and the used beads settle on the pool floor, where its cleaning equipment collects them. Bringing the level back up runs into the Town's water rules.

Northlake's wholesale suppliers require watering limits of two days a week, year-round, and the Town asks residents to fill, refill or top up pools only on their watering days, between midnight and 10 a.m. or between 8 p.m. and midnight, and to complete a Pool Fill Form before filling. Under its drought contingency plan, Ordinance 24-0613A of June 13, 2024, the owner of any pool holding more than 10,000 gallons applies for a scheduled filling date and time, which the Town sets after checking its storage tanks.

Sanger clay and the tile under the scale

The soil survey's largest units in the town are Sanger clay on 1 to 3 percent slopes, about 16.9% of the mapped land, Sanger clay on 3 to 5 percent slopes at 12.8% and Ponder loam at 11.6%; grouped by main soil, Sanger covers about 29.7%. Sanger's linear extensibility reaches 9.1 percent, past the 9 percent mark the 1980 Denton County survey uses for very high, and NRCS rates it “Very limited” for houses built on concrete slabs and for those without basements alike. Units carrying a “Very limited” rating with shrink-swell as one reason take up about 81.1% of the mapped land.

Tile that turns out to be cracked or loose once the scale comes off is a repair job rather than a cleaning job, and the soil survey's warning that shrink-swell rated moderate to very high can damage structures is one reason to look closely at the tile line after cleaning.

Pool permits and public-pool rules in Northlake

The Town adopted the 2018 International Swimming Pool and Spa Code with the North Central Texas Council of Governments' recommended amendments by Ordinance 20-1112A on November 12, 2020, and its pool permit application lists the 2018 International building, residential, mechanical, plumbing, energy conservation, fuel gas and fire codes. That pool construction permit covers residential and commercial pools and spas, for a $100 non-refundable plan review fee and a $150 permit fee, with a site plan stamped by the electric utility. The residential permit list names a pool permit for construction and a separate fence permit and says nothing about cleaning tile, so ask the Town if your work goes beyond cleaning.

Running a public pool or spa without a Town permit is unlawful; the Town adopts the state's Standards for Public Pools and Spas, and the operation permit is renewed every year by October 15. Hand cleaning, blasting and what stays off the tile

Oceanside Glass & Tile lifts calcium off using a nylon brush or pad and an acid-free calcium remover, and warns against pumice stones and wire brushes and against abrasive or acidic cleaners, while the maker of the Pumie scouring stick says not to use it on glass, fiberglass or plastics. Makers split on blasting: Oceanside rates glass bead as the aggressive end of the range and baking soda or kieserite, a mineral salt, as safe for tile including glass, Kramer says glass beads won't harm tile or its glaze, and Lunada Bay Tile wants no mechanical abrading or blasting on glass or ceramic tile. Oceanside also keeps hydrofluoric, hydrochloric, muriatic and phosphoric acids off its tile and neutralizes any contact at once with baking soda and water.

Bead blasting runs $900 to $2,400 a job in typical Texas figures for 2026, taking 3 to 6 hours with no draining, and national figures for 2025 put moderate scale removed with glass bead or soda at $6 to $8 per linear foot of waterline, with $400 to $850 minimums. Neither is our price.
