Of 1,842 units in the Census Bureau's 2020–2024 American Community Survey estimates (margin 201), 952, about 51.7%, were built in 2010 or later: 536 between 2010 and 2019 and 416 since 2020. Another 426 (23.1%) date from the 2000s, 114 (6.2%) from the 1990s, 119 (6.5%) from the 1980s and 231 (12.5%) from before 1980. The median year built is 2011, plus or minus four years.

Single-family detached houses make up 1,692 units, about 91.9%; 64 are in a building of 50 or more units and 30 are mobile homes. Owners occupy 1,542 homes, about 83.7%, and 300 are rented. Owner-occupied homes have a median value of $406,800, and households a median income of $114,157. The 2020 Census counted 1,618 housing units, 1,505 occupied and 113 vacant, and 4,409 residents; by July 1, 2025 the Bureau estimates 7,285.

Slidell clay and gravel under a new slab

The USDA soil survey maps 22 soil units on land inside Justin's boundary. Slidell clay on 1 to 3 percent slopes is the largest by far, at about 34.3% of the mapped land, followed by Somervell gravelly loam at about 13.4% and Aledo gravelly clay loam at about 9.0%; grouped by main soil, Sanger adds about 10.8%. Slidell's highest layer reaches a linear extensibility of 10 percent, above 9, where the 1980 county survey's very high class begins, and NRCS rates it "Very limited" for shrink-swell under both of its dwelling ratings, without basements and on concrete slabs. About 65.1% of Justin's mapped land falls in units with that rating. The county survey cautions that clays rated this high can harm houses, roads and other structures, often calling for special design; the ratings are for the soil type, and no single lot was tested.

NOAA's Justin weather station, inside the city, has a 1991–2020 normal of 40.11 inches of precipitation a year, from 17 years of data. The National Ready Mixed Concrete Association blames most slab cracks on a short list: joints that are missing or badly placed, a poorly prepared base, concrete mixed too wet, careless finishing, drying too fast and too little curing. It wants the base compacted and sloped to drain. For pools in expansive soil, a 2007 set of guidelines written for Houston adds reinforcing steel in the flatwork, a slope of about 2 percent away from the pool, and isolation joints between the coping and the flatwork.

Color, pattern and sealer on a stamped deck

Coloring the concrete

Brickform, which makes stamped-concrete materials and lists pool decks among its uses, describes two ways to color a slab. Integral color is mixed in at the truck and runs through the whole depth of the concrete. Color hardener is a powder broadcast over the fresh surface that both colors and toughens it, and it isn't needed when the color is integral.

Stamps and release agent

The pattern comes from flexible mats or texture skins, usually polyurethane, used in sets large enough to carry one pattern across a big area, pressed into the wet concrete or into a special coating laid over old concrete. A release agent keeps the mats from sticking, and Brickform's Antique Release does double duty, adding color while it serves as the bond breaker.

Joints in the slab

Brickform tools control joints in with a groover while the concrete is fresh, or saws them later, every six feet across the slab's width, so it cracks along them as it cures. The National Ready Mixed Concrete Association spaces contraction joints at 24 to 36 times the slab thickness at most, with 15 feet as its recommended limit, and keeps a slab apart from walls, footings, stairs and other fixed points with isolation joints, so each part moves on its own.

Sealer and traction

Film-forming sealers bring out a stamped deck's color, and Brickform recommends them for stamped work, while penetrating sealers suit broom and exposed-aggregate finishes. A film needs recoating every 18 to 24 months, a penetrating sealer lasts three to five years, and because a film can turn slick when wet, grit is broadcast into the first coat while it is tacky or comes already mixed in the can; around salt-water pools Brickform asks for a sealer made to resist chlorides. W. R. Meadows rates the non-slip additive in its DECK-O-GRIP sealer for skid resistance at .60 or higher, wet, by the ASTM C 1028 static friction test, and markets the water-based DECK-O-GRIP W/B for stamped concrete and pool areas.

Justin's permits and drought rules

The City of Justin's permit guide lists its residential codes as the 2018 International Residential Code, the 2018 International Energy Conservation Code, the 2018 International Swimming Pool and Spa Code and the 2017 National Electrical Code, and contractor registrations and permits go through the City's online portal. Ordinance 677-20, from 2020, adopted that pool code by reference with local amendments. A pool or spa permit needs the application, a signed and notarized Pool Alarm Certification, a pool plan stamped by the electric provider and a site plan measuring the pool to the property lines. The master fee schedule sets a residential swimming pool permit at $400; commercial or public pools pay $250 for inspection, $250 per health plan review and $200 per building plan review; and a driveway with a curb cut is $100. Neither the permit guide nor the fee schedule names a flatwork, patio or pool deck permit, so ask the City before a deck is formed.

Water supply and drought stages

Justin buys treated water from the Upper Trinity Regional Water District's regional plant, which draws on Lewisville and Chapman lakes, its 2025 water quality report says. The City's drought plan encourages fewer pool drain-and-refills in Stage 1, and from Stage 2, the Water Warning, bans filling, draining or refilling an existing pool, wading pool or hot tub, except for structural integrity, proper operation and maintenance, or a public safety risk; water lost to normal use can still be replaced. When the City's notice was read on October 4, 2026, Justin remained in Stage 1, the Water Watch, with automatic and hose-end watering limited to twice a week and none from 10 a.m. to 6 p.m. The drain-and-refill limits matter only if the pool itself must be emptied during the deck work. Icarians, the Santa Fe and grain elevators

French Icarian colonists settled the area in 1848 and left a year later, the Handbook of Texas records. Justin itself began in 1883 with the sale of town lots owned by Chet Helm and a man named Riley, and when the Santa Fe built its Fort Worth–Purcell line nearby, residents of Roanoke, Elizabeth and Drop moved to be near the railroad; in January 1887 the community asked for a post office named Justin. The Texas Historical Commission's marker text names the town for Walter Justin (W. J.) Sherman, the railroad's chief construction engineer, and recalls that John B. Denton, killed in 1841, was first buried at the juncture of Denton and Oliver creeks.

Grain elevators, frozen-food lockers and paved roads made Justin a shipping point for farm products, and its population rose from 476 in 1904 to 700 in 1941. The Handbook dates incorporation to 1947, while the Denton County Historical Commission's marker narrative gives 1946; Justin had 920 people in 1980 and 1,282 in 1990, and voters approved its home-rule charter on November 8, 2022. Its parks include Bishop Park, City Hall Park with play structures, a tennis court and a pavilion, and Community Park with a concrete walking trail and ball fields, and Peterson Park is planned on a 2.7-acre parcel Bloomfield Homes donated, south of the water tower on the east side of Timberbrook Parkway at 7th Street.

What is the typical cost of a stamped concrete pool deck?

Stamped concrete pool decks typically run $12 to $20 a square foot with labor in national figures for 2026; a plain poured slab, by the same figures, comes to $4 to $8. For an overlay on an old deck, the 2026 Dallas–Fort Worth figure is $10 to $20 a square foot for a stamped or custom texture. Size sets the total, so the deck has to be measured before it can be priced.

Is stamped concrete good for pool decks?

The makers treat it as a pool deck material: Brickform counts pool decks as a use for its stamping products, and W. R. Meadows markets a sealer for stamped concrete in pool areas. It does ask for care in two places. The surface needs grit in its sealer to keep traction when wet, and on clay that swells and shrinks, such as Justin's Slidell, the slab needs well-placed joints and a prepared subgrade to keep cracks where they belong.

What is the downside of stamped concrete?

The sealer is the main upkeep: a film-forming sealer, the kind that brings out a stamped deck's color, needs recoating every 18 to 24 months and can get slick when wet unless grit is added.
