Keller's median household income stands at $174,950, with a margin of error of $12,338, in the Census Bureau's American Community Survey estimates for 2020–2024, given in 2024 dollars, and the median owner-occupied home is valued at $594,300. The same estimates count 16,892 housing units (margin 433). The 2000s are the largest decade, with 4,944 units (about 29.3%), followed by 4,032 from the 1990s (23.9%), 3,163 from the 1980s (18.7%) and 3,134 built in 2010 or later (18.6%), 247 of them since 2020; 1,619 (9.6%) are older than 1980. The median year built is 1999, give or take one year.

Single-family detached houses make up 14,919 of those units, about 88.3%. Keller's 2021 pool code and a new ledge

The City's Code of Ordinances adopts the 2021 International Swimming Pool and Spa Code alongside the 2021 International Residential Code, so the residential figures in that edition are the ones a new ledge, bench or set of steps is drawn to here. Southlake, about 4.6 miles to the east-northeast by our calculation from the Census Bureau's center points, adopted the same 2021 pool code by Ordinance No. 1254 (see polished pool finishes in Southlake).

Section 809 of that edition asks for a means of entry and exit in any shallow area whose design depth at the shallowest point is over 24 inches, set on the shallow side of the first change in slope, and it lets steps, a ladder, a ramp, a beach entry, an underwater bench or a swimout serve. Treads on pool stairs need at least 10 inches of unobstructed depth and 240 square inches of walking surface, risers between the top and bottom ones stay at 12 inches or less, and the flat of a bench or swimout sits no deeper than 20 inches under the design waterline. A sloping entry can fall no faster than 1 unit in 7, a 14 percent slope, and in a pool built for diving every step, bench and ladder has to stay outside the minimum diving water envelope.

Permits, fees and the requirement sheet

Keller requires separate permits for swimming pools, above and below ground, as it does for fences and for retaining walls over three feet. Its fee schedule sets the pool permit at $500 for an in-ground pool and $50 for an above-ground pool, spa or hot tub, and a gas line run to a pool or spa without a building permit is a $50 miscellaneous plumbing permit. The City's list of exempt work names decks no more than 30 inches above grade and painting, papering, tiling and similar finish work, and it asks owners to contact Building Services to find out whether a specific project needs a permit. Whether a ledge built inside an existing shell counts as a new pool permit isn't stated, so ask Building Services before work begins.

Keller's residential pool requirements keep the pool, decking and equipment out of easements of any kind, and call for drainage plans stamped by a licensed professional when any part of the construction, decking included, comes within 10 feet of a property line. Water's edge stays at least 5 feet from the house foundation unless a letter of approval is provided, and at least 22 feet from overhead power lines. Glazing within 5 feet of the pool must be tempered and metal within that distance bonded, and drains are built to ANSI/APSP-7. A ledge that pushes the shell outward toward the house or a lot line meets those distances first.

Fences and door alarms

Pool fences in Keller may be ornamental metal, tubular steel or something similar, but never vinyl, and stand at least 48 inches high measured on the side away from the pool, with self-closing, self-latching gates and gaps under fences and gates of no more than 4 inches. For a residential pool permit, the homeowner signs a notarized certificate that the house has door alarms listed to UL 2017, which sound for at least 30 seconds, or self-closing and self-latching devices, and it goes in the permit packet for the belly steel inspection.

Joining a ledge to an older shell

A ledge or new steps means new concrete placed against concrete that cured years ago. The American Shotcrete Association says the two act as one, rather than meeting at a "cold" joint, when the old surface is roughened to about 1/16 inch or more, cleaned and brought to a saturated surface-dry condition, and the shotcrete is shot at high velocity with quality materials. It advises against any bonding agent between them, since one can act as a bond breaker. Where new shotcrete meets a hardened earlier section, the joint is water-blasted, sandblasted or wire-brushed free of laitance, its gloss removed and the surface dampened. The Association recommends at least 7 days of curing, because wind, heat and dry air raise the chance of shrinkage cracks, and on the structure of a remodel it points owners to a local engineer who knows pools.

The ground matters too. The USDA soil survey maps 35 soil units inside Keller's boundary, led by Crosstell (about 18.4% of the mapped land), Gasil (about 16.3%) and Rader (about 9.2%). Crosstell reaches a linear extensibility of 9.6 percent in its highest layer, which the 1980 soil survey of neighboring Denton County would class as very high shrink-swell, and NRCS rates its largest map unit "Very limited" for homes without basements because of shrink-swell. About 52.2% of the city's mapped land sits in map units rated that way. NRCS's measure, the coefficient of linear extensibility, tracks how much a clod of the soil grows and shrinks between wet and dry, so a bigger number means a soil that moves more. NRCS rates soils in general; it doesn't test any particular yard.

Draining and refilling on Fort Worth water

Adding a ledge to an existing pool, as a Dallas–Fort Worth builder's 2026 guide describes it, means draining the pool, digging beside the shell, placing new concrete and replastering the whole interior, often with plumbing re-routed. The City of Keller buys its water from the City of Fort Worth, which buys its raw water from the Tarrant Regional Water District. Keller keeps a twice-weekly lawn watering schedule all year, with no watering from 10 a.m. to 6 p.m., and in a drought declared by the District, Stage 1, called Water Watch, restricts draining and refilling swimming pools. Check the stage in force before the pool is emptied.

The City's 2025 water quality report prints Fort Worth's sampling results for total hardness at 6 to 9 grains per gallon and calcium at 37.6 to 48.1 ppm, figures worth having before a new interior is started up. Double Springs, Athol and the rail stop

Settlement began at Double Springs, two miles north and east of today's town, in the early 1850s, the Handbook of Texas records, and Mount Gilead Baptist Church was founded in 1852. When the Texas and Pacific Railway line was expected, settlers moved toward it and called their settlement Athol, agreeing to rename it for a Texas and Pacific foreman or official named Keller if the site became a stop. By 1882 it was called Keller, and its post office opened in 1888. Because local timber was unsuitable, most early homes, many of them two-pen houses, were built of lumber hauled in by wagon from Grapevine. Keller had 13,683 residents in 1990, and by 2000 the number had almost doubled to 27,345.
