Grapevine's pool code and the state's public-pool rules

The City's swimming pool article, Chapter 7, Article XI of its Code of Ordinances, treats as a pool any permanent structure or excavation holding water more than 24 inches deep for swimming or bathing. It adopts the most current International Swimming Pool and Spa Code as adopted by the State of Texas and leaves the regulation of public pools, spas and hot tubs to Chapter 12. Since January 1, 2024, the City has also worked from the 2021 International Building, Residential, Plumbing, Mechanical, Fuel Gas and Fire codes and the 2020 National Electrical Code, with local amendments that include one for swimming pools and spas. Ask the City which Chapter 12 requirements a remodel will meet before plans are drawn.

Hotel, apartment and club pools in state law

Texas files a pool limited to hotel guests, apartment or condominium residents, club members or a property owners association under Class C, one of its public-pool classes, though outsiders can't swim there. The state health department applies the code's 2021 edition to building, altering, renovating, enlarging and repairing those pools, and a minor alteration or repair may still follow the standard in force when the pool was built. The department may decide to review the plans, telling the owner or operator in writing, and a local authority's own public-pool standards are allowed only where they match the state's or go further.

Fees and plan review

Grapevine charges pool permit fees on its building permit scale, adds plumbing and electrical permit fees on top, and registers pool contractors as general contractors. Hotels and other public accommodations fall under Title III of the Americans with Disabilities Act, which, the Justice Department says, demands full accessibility from business facilities that are new or altered. Under the 2010 ADA Standards, any pool, wading pool or spa that is newly built or altered needs an accessible way into and out of the water. Below 300 linear feet of pool wall, one accessible means is enough, and it must be a fixed lift or a sloped entry; at 300 feet or more, two are needed, at least one of them a lift or sloped entry, and a spa needs a lift, a transfer wall or a transfer system.

The Standards count remodeling, renovation and reconstruction as alterations, while routine maintenance and painting count only if they change how usable the pool is. Texas has its own 2012 Texas Accessibility Standards, run by the Texas Department of Licensing and Regulation, with sections 242 and 1009 on pools and spas. A pool open only to the residents of a private community and their guests sits outside the ADA's accessibility rules, the Justice Department says.

Expansive clays and the deck around a public pool

The soil survey maps 78 units inside Grapevine's Census boundary. The largest are Urban land (about 7.6%), the Houston Black-Urban land complex (7.5%), Heiden clay (7.2%) and Rader fine sandy loam (7.2%), and mapped water covers about 10.5% of the area. Houston Black reaches a linear extensibility of 17 percent and Heiden 12.2, both very high on the scale printed in the 1980 Denton County soil survey, and Rader reaches 7.5, high. The same survey cautions that soils in the moderate-to-very-high range can harm buildings and roads, often calling for special design.

Around a public pool, the code's 2021 edition wants a deck or clear access along at least 90 percent of the edge, slip-resistant walking surfaces within 4 feet of the water and at least 6 feet of deck between a pool and a spa. The CDC's Model Aquatic Health Code, which isn't Texas law, adds an unbroken, watertight expansion joint where deck meets coping, keeps deck slopes to their original design and has deck cracks checked daily and repaired once they raise the risk of trips, falls or cuts.

Lake Grapevine, the TRA and the refill

About 70 percent of the city's drinking water comes from the Trinity River Authority, supplied by Cedar Creek and Richland Chambers reservoirs, and about 30 percent from the City's own supply in Lake Grapevine, whose normal conservation pool is 535 feet. The City's 2024 drinking water report lists total hardness of 117 ppm, as calcium carbonate, for water the City treats and 135 ppm for Trinity River Authority water.

Lawn and landscape watering is banned from 10:00 a.m. to 6:00 p.m., and the Drought Contingency Plan sits in Chapter 25, Article V, Section 25-140 of the Code of Ordinances. Ask the City how the stage in force treats refilling a public pool before the drain date is fixed.
