The Handbook of Texas records that Coppell expanded north into southern Denton County in the 1970s and adopted the council–manager form of government, and that its population went from 1,751 in 1981 to 16,881 in 1990 and 35,958 by 2000. The City's history page calls it a relatively young city, incorporated in 1955; the Handbook dates its first city government and zoning plan to 1956 and its incorporation to 1962.

The City's residential remodel guide asks for a permit when walls, plumbing or electrical parts are added or removed, exterior materials are changed or replaced, or the structure changes, and not for strictly cosmetic work such as paint and flooring; plan review typically takes 5 to 7 business days. Coppell adopted the 2024 International Residential and Building Codes by Ordinance No. 2025-1627 on April 22, 2025, and its residential code exempts painting, papering, tiling, carpeting, cabinets, countertops and similar finish work, without saying how that applies to a pool's interior. Its pool code is the 2018 International Swimming Pool and Spa Code, adopted with local amendments by Ordinance No. 2020-1548 on December 8, 2020. Setbacks for a spa or a larger shell

Zoning keeps in-ground and above-ground pools and spas no more than 4 feet above grade and at least 5 feet from the rear and side property lines and from the house, measured to the outside of the shell unless engineered plans or a letter come with the permit. No pool or spa may be built within 10 feet of a retaining wall, headwall or bulkhead holding fill reclaimed from the 100-year flood.

Barriers, safety covers and work hours

Drought stages and draining for a remodel

Coppell buys its water from Dallas Water Utilities, whose surface water comes from Lake Tawakoni, Lake Ray Hubbard, Lake Fork and the Elm Fork of the Trinity River, fed in turn by Ray Roberts, Lewisville and Grapevine lakes, according to the City's 2025 water quality report. Its water conservation code (Ordinance No. 2025-1622) lists filling or topping up pools and hot tubs as a non-essential use.

Stages 1 and 2 encourage owners to drain and refill less often. From Stage 3, filling, draining and refilling existing pools, wading pools and hot tubs is prohibited except to maintain structural integrity, for proper operation and maintenance, or to remove a public safety risk, and new pools aren't permitted. Ask the City whether your remodel falls inside that exception before a drain date is set.

Creek-bottom clays and the 100-year flood line

Inside Coppell's boundary the soil survey maps 67 units, the largest being Frio silty clay, occasionally flooded, at about 8.5% of the mapped land, Burleson clay at 8.2% and the Trinity-Urban land complex, also occasionally flooded, at 7.8%. Grouped by main soil, Frio leads at about 14.6%, then Wilson at 11.0% and Trinity at 9.0%. Frio's linear extensibility runs 5.7 to 8.3 percent, which spans the moderate and high classes of the 1980 county survey, and NRCS gives its largest unit a “Very limited” rating for houses, citing flooding and shrink-swell. Units rated “Very limited” partly for shrink-swell make up about 71.2% of the mapped land.

For the pool itself, the model International Swimming Pool and Spa Code holds an addition or alteration to the standard for a new system without making the existing pool's other parts meet current code, provided the work leaves nothing unsafe, unsanitary or overloaded.

The City traces its roots to the farming community of Grapevine Springs, organized in 1832 near today's Grapevine Springs Park, where Sam Houston reportedly signed a treaty with local Indians; the Handbook of Texas dates Houston's camp on Grapevine Creek to 1843. First called Gibbs, or Gibbs Station, after Lieutenant Governor Barnett Gibbs, the depot and town were renamed Coppell in 1892 for the financier George A. Coppell. In 1936 the Work Projects Administration built a park on Grapevine Creek with walkways, three bridges and a dam, and by 1991 the city was developing a 116-acre park system with two lakes, hike-and-bike trails and a community pool.
