The Town's pool permit checklist and a new water feature

What the checklist asks for

Bartonville's pool permit checklist asks for a completed application, contractor registration with the Town, a Swimming Pool Barrier Requirements form signed by the owner and the contractor, a site plan, a pool plan stamped by CoServ, and a septic plan showing spray areas at least 20 feet from the pool's water edge, with the work meeting the 2021 International Swimming Pool & Spa Code. None of the Town's pages names water features, so ask the Town whether yours falls under the pool permit before any work starts.

Pumps, lights and the electric stamp

A water feature needs power as well as water. The scupper instructions published by Custom Molded Products call for a dedicated pump on each water feature, fed through pipe no smaller than 2 inches with a filter strainer upstream, and a bonding lug on the back of every scupper, so raise the wiring when you ask the Town about the CoServ-stamped plan.

The code the Town adopted in 2025

Ordinance 783-25, passed on April 15, 2025, adopted the 2021 International codes, the 2021 International Swimming Pool and Spa Code among them, and the 2020 National Electrical Code, replacing the 2009 building, residential, mechanical and plumbing codes adopted earlier. The Town's local amendment points public pools and spas to the Texas Department of State Health Services standards, which leave out pools at one- and two-family homes and townhouses.

The Town's fee schedule lists $650 for an in-ground pool or spa permit and $100 for an above-ground pool, spa or hot tub, with an $85 pool plan review, and $75 for a deck more than thirty inches high.

Sheer descents, scuppers and deck jets

Pentair's guide describes a sheer descent as a thin sheet that narrows as it falls and is easily pushed by wind; above 3 feet it starts to break apart with a buffeting noise, so Pentair recommends 3 feet as the most for a sheet effect and 6 feet for a rain effect. Pentair mounts its waterfalls in one of two places, the bond beam just over the tile line or a raised wall built up above the beam, keeping the discharge edge 3/4 inch or more clear of the tile.

Custom Molded Products sets every scupper 1/8 inch off level, tipped down toward the pool, so water leaves the lip instead of spilling back underneath. For its copper scuppers, Pebble Technology International calls for 10 to 30 gallons a minute per linear foot, rising to 15 to 40 once a scupper is 36 inches wide or more, and notes that weather and pool chemicals darken the copper to a patina. Pentair casts its deck jets into the concrete deck or into the gunite wall, wiring them to the rebar so they can't shift while the concrete goes in.

Freezing nights and the finish above the water

Freezing nights are common enough to plan for: NOAA's 1991–2020 normals give its Grapevine Dam station 44.3 of them a year. On a raised wall that matters for the finish: SGM warns that blisters trapped in its Diamond Brite finish above the water fill with water and may delaminate when it freezes, so that finish must go on blister-free, and keeping the exposed areas wet for 7 to 28 days cuts down on shrinkage cracking.

Ground, water and refills

Two water suppliers

Depending on the address, Bartonville's water comes from Argyle Water Supply Corporation or Cross Timbers Water Supply Corporation. Cross Timbers began in 1965 as Bartonville Water Supply Corporation, with 139 connections, and its second elevated tank in Bartonville, now in service, carries the Town's logo and graphics. Argyle Water Supply Corporation's current water report and drought stage couldn't be read for this page, so a home on its lines should ask it directly.

If the pool has to be lowered or drained

Cross Timbers showed Stage 2 (Yellow) on October 4, 2026, with no outside watering between 6 a.m. and 7 p.m. Its Demand Management Plan schedules the filling of new pools in Stage 2 with three days' written notice, holds the Bartonville zone to Monday watering in Stage 3, and prohibits refilling drained pools in Stage 4.

Gas wells and the water tests

In an undated letter on the Town's site, the general manager of Bartonville Water Supply Corporation reported that tests of its wells, and of Argyle Water Supply Corporation's, for hydrocarbon contamination from gas exploration found none, and that a separate round of samples taken with the TCEQ, Upper Trinity surface water included, found none either.

Sandy loam over moderate clay

The soil survey's largest map units inside the town are Callisburg fine sandy loam on about 20.0% of the mapped land, Gasil fine sandy loam on 17.8%, Birome fine sandy loam on 15.4% and the Birome-Rayex-Aubrey complex on 10.7%. Every soil in that list except Gasil reaches a linear extensibility of 4.5 percent, moderate by the limits of the 1980 Denton County survey; Gasil stays low, at 1.8.

Chinn's Chapel, the Barton store and a historical marker

Bartonville began as part of the Chinn's Chapel settlement, founded in 1853 by Elisha Chinn, which later became three small communities: Shiloh, Waketon and Bartonville. Bartonville itself was settled in 1878 and named for T. Bent Barton. By 1890 it had twenty-five residents and a general store, a gristmill and a cotton gin, all owned by the Barton family, and its post office ran from 1886 to 1905. The Handbook of Texas counts 380 residents in 1966, 849 in 1990 and 1,093 in 2000.

Fearing annexation by cities such as Irving, residents first incorporated in 1960, with Double Oak and Copper Canyon inside the limits, and later voted to dis-incorporate; the present town, a Type-A general law municipality, incorporated in 1973. The Texas Historical Commission approved a marker for the community in January 2016, with the 130-year-old Bartonville Store as one part of its story, and it was dedicated at Town Hall on April 22, 2017. Next door lies the master-planned Lantana development, which isn't incorporated; its community pools are the subject of HOA pool resurfacing in Lantana.

    Height, flow and wind decide between a sheer descent, a scupper, a rock waterfall or deck jets. Pentair’s planning figure is roughly 15 gallons a minute per foot of waterfall, and never under 10.

  2. Register and ask about the permit

    Contractors register with the Town, and the Town says whether the feature needs the pool permit, its $85 plan review and a pool plan stamped by CoServ.

  3. Plumb a dedicated supply

    Each feature gets its own pump on at least 2-inch pipe with a filter strainer ahead of it, and Pentair wants a 20-micron or finer cartridge filter, not DE or sand, feeding its waterfalls.

  4. Set it in the beam or the deck

    A waterfall is bedded in mortar in a notch in the bond beam, fully supported under the lip so the coping can’t warp it; deck jets are wired to the rebar before the concrete goes in.

  5. Finish and cure

    Plaster or quartz above the water goes on free of blisters and is water-cured, and copper is left to weather to its patina.

  6. Inspection

    A request that reaches the Town before 4:00 p.m. Monday to Thursday, or 11:30 a.m. on Friday, is scheduled with its third-party inspector for the next business day.
