Lantana: a planned community without a town government
Homes built since 2000
Lantana is a census-designated place, a named community with no town government of its own, in Denton County. By the U.S. Census Bureau's 2020–2024 survey estimates, 2,338 of its 3,942 housing units, or 59.3%, were built in 2000–2009 and 1,454, or 36.9%, in 2010–2019, and the median home dates from 2008. Single-family detached houses make up 98.4% of the stock, owners live in 93.8% of the occupied homes, and the median home is valued at $587,500. The 2020 Census counted 10,785 residents.
A golf course community on former ranch land
The Districts describe Lantana as a master-planned golf course community on 1,780 acres in southwestern Denton County, developed by Republic Property Group with Forestar Group. Building began in 1999 on land acquired from the Rayzor family, Larkspur and Sandlin were the first neighborhoods, and the homes are set around an 18-hole course designed by Jay Morrish.
Who governs Lantana
Denton County Fresh Water Supply Districts No. 6 and No. 7 are the community's taxing authorities, and their elected officials make the key decisions on district operations and, in the Districts' own words, “function similar to a city council”. Their offices are at 2650 FM 407 E, Suite 125, in Bartonville, and the Lantana Community Association's office is at 10185 Lantana Trail. Lantana Town Center, the Kroger area, sits inside the Town of Bartonville's limits, yet the Districts handle its building permits; for Bartonville's own pool rules, see pool water features in Bartonville.
Why a community pool falls under public-pool rules
Texas health rules put a pool run for a property owners association in Class C: open only to members and their guests, but a public pool all the same, since a public pool can be privately owned and free to use. For building, altering, renovating and repairing commercial pools, the Texas Department of State Health Services works from the 2021 International Swimming Pool and Spa Code, though a minor renovation or repair of an existing public pool may follow whichever construction standard was current when that pool went in.
Finish color, lane lines and footing
For public pools, the 2021 code wants interior colors, patterns and finishes that don't hide objects or surfaces in the water, with a Munsell color value of at least 6.5, a minimum the 2024 edition lifts to 8.0. Competitive lane markings, step and bench edge markings and waterline tiles are exempt from the color rule. Walking surfaces must also be slip resistant, and nothing about them may cause injury in normal use.
Closing the pool for the work
While a Texas public pool is closed for renovation, users and other unauthorized people have to be kept out of the pool yard, and a sign on the entry gates must say the pool is closed. The closed pool may not give off odors, breed insects or create other nuisances, and its gates may be propped open only while the owner's agent, employee or contractor is there doing work that needs them open.
Cracks and the certified operator
The CDC's Model Aquatic Health Code, which is a model and not Texas law, puts shell cracks on the daily inspection list: a surface crack narrower than 1/8 inch is recorded and watched for movement, and repaired once it has changed enough to raise the risk of leaks, trips, falls, cuts or hard cleaning. In Texas, every Class C pool answers to a trained, certified operator, who need not be on site while the pool is open and may oversee more than one pool.
Flower Mound Pool Resurfacing will talk through the finish, the closure and the timing with the board, the manager and the pool's operator.

(469) 526-3886Permits and the Architectural Review Committee
In Lantana, the Districts' Permit & Inspection Department issues building permits for new residences, swimming pools, spas, fences, roofs and other additions, plumbing permits for irrigation systems and water-heater replacements, and electrical permits for most electrical changes. Its single-family permit guidelines, dated August 2000 and last revised in January 2011, require a swimming pool permit for every in-ground pool and spa, a plumbing permit for in-ground pools, and a site plan and pool plans with every pool application.
Those guidelines also say no building permit may be requested until Lantana's Architectural Review Committee has approved the plans. The ARC governs the materials, the Lantana Design Guidelines set setbacks and specifications by neighborhood, and even a replacement fence needs ARC approval before it is permitted. None of the Districts' pages says whether resurfacing an existing pool needs a permit or ARC review, or which code editions they enforce, so ask the Permit & Inspection Department before a pool is closed for work.

Where the water comes from
A local news report from August 2026, quoting the Districts' general manager, said Lantana's water comes from Lewisville Lake, Jim Chapman Lake and Lake Ray Roberts and is treated by the Upper Trinity Regional Water District with sand filters, granular activated charcoal and ozone, and that landscape watering was limited to no more than twice a week under the restrictions then in force. Each District has its own drought contingency plan, but neither plan, nor the Districts' water quality reports, could be opened for this page, so the hardness figure and any rules on filling pools are questions for the Districts.
Water rates for a refill
The Districts' water department lists a monthly fee of $42.00 that includes the first 1,000 gallons, with volume charges rising by tier, from $4.24 per 1,000 gallons up to 10,000 gallons to $8.11 per 1,000 gallons above 50,001. Ask the Districts which rate applies to an amenity center's meter before a large pool is refilled.
Soil under the community
Callisburg fine sandy loam covers about 39.4% of the mapped land inside Lantana's Census boundary, the Birome-Rayex-Aubrey complex 19.1% and steeper Gasil fine sandy loam 6.8%. Apart from Gasil, at 1.8 percent, those soils reach a linear extensibility of 4.5 percent. The 1980 Soil Survey of Denton County calls 3 to 6 percent a moderate shrink-swell potential, the start of the range where it says shrinking and swelling can damage structures.

How an HOA pool resurfacing runs
Measure the pool
Contractors price a pool’s interior surface, walls and floor, not its water surface, and waterline tile, coping and light-niche work are often bundled into the same job because the drain and refill are shared.
Approvals
The board checks with the ARC, the Districts’ Permit & Inspection Department and the pool’s certified operator before a closing date is set.
Close the pool yard
Closed signs go on the entry gates, swimmers stay out, and the gates stay shut except while the contractor is working.
Prepare the old surface
A bond coat goes over sound old plaster, or the old finish comes off by sandblasting or chipping, depending on what the surface needs.
A light, slip-resistant finish
The new finish meets the code’s color minimum for public pools and gives swimmers slip-resistant footing; lane and step markings and waterline tile are exempt from the color rule.
Refill and reopen
The pool is refilled under the Districts’ watering rules of the day and reopens under its certified operator.

(469) 526-3886Common HOA pool resurfacing questions
What is the average cost to replaster a pool in Texas?
Published Texas figures for 2025 put the average pool resurfacing at $5,000 to $15,000, and typical Dallas–Fort Worth prices in 2026 put standard white plaster on a home pool at $5,000 to $7,500. For an association's pool, 2026 national reserve-planning figures run $8,000 to $25,000 to replaster, with surface area and finish deciding where a pool lands. Those are published averages, not our prices; Flower Mound Pool Resurfacing prices a pool after measuring it.
Does an HOA have to approve a pool in Lantana?
For building plans, yes. The Districts' guidelines send all building plans to Lantana's Architectural Review Committee, and no building permit may be requested until the ARC has approved them; the ARC also governs materials. The guidelines don't say whether resurfacing an existing pool needs ARC review, so ask the ARC before the work is scheduled.
Who issues pool permits in Lantana?
Denton County Fresh Water Supply Districts No. 6 and No. 7, through their Permit & Inspection Department, since Lantana has no town government and the Districts are its taxing authorities. Under their guidelines, every in-ground pool and spa needs a swimming pool permit, and an in-ground pool also needs a plumbing permit.
