The City's 2018 comprehensive plan describes three kinds of residential area. Along the lake, homes began as cottage or lake houses that people living elsewhere in Dallas–Fort Worth used on weekends, and later became full-time residences while roads and utilities lagged behind; Lakebridge Estates, in the southeast, is a more traditional subdivision with detached, attached and multi-family homes. The central area resembles suburbs of the 1960s and 1970s, mostly homes under 2,000 square feet, with three single-family subdivisions, the Lake Haven Estates mobile-home park and apartments that include The Lakeshore on Swisher Road and Ashleye Village on Overly Drive. In the northwest, the plan found mostly brick homes of about 2,000 square feet or more, built in the previous two to three decades, and the Kingswood manufactured-home park off Shady Shores Road.
Thousand Oaks Park, about 10.2 acres with a fishing and wildlife pond, came to the City with the Thousand Oaks subdivision in 1995 and serves about 630 homes within half a mile. Jackson Ranch has a homeowners association that makes and enforces the subdivision's rules.
The City's permit for pool repairs and remodels
The City's permit guide says a pool permit is required for new pools, repairs and remodels, with plans showing the layout, the mechanical plans and the materials. Its code bars anyone from substantially altering or reconstructing a private pool without first applying, and the City issues permits for construction, alteration or renovation after it approves the plans and the fee in its master fee schedule is paid. The guide doesn't say whether repainting counts as a repair, so ask Development Services before the pool is drained; work started before a permit is issued faces doubled permit fees.
Inspections, registration and code editions
Lake Dallas has no in-house building inspector and contracts with Bureau Veritas to schedule and carry out inspections. Contractors register with the City for $100, and registrations lapse every December 31; homeowners doing their own work on their homestead skip registration but still need the permit. Effective May 23, 2019, the City adopted the 2018 International Residential Code and the 2017 National Electrical Code, and its code adopts the 2018 International Building Code; no swimming pool and spa code edition is listed.
The shell and the barrier
The City's minimum standards require in-ground private pools to be designed for the water and soil pressure outside the shell, with shell steel of at least #3 bars on 12-inch centers, and they don't allow sand or earth bottoms as an interior finish. Every pool owner must keep the pool fully enclosed by a fence, wall or barrier at least 4 feet high at all times, a rule that still applies while the pool sits empty for painting.
For pools that serve more than a single-family home or duplex, the City adopts the state's public-pool standards, requires a one-year operating permit and its annual health permit, and wants plans filed before such a pool is remodeled. Lake Cities Municipal Utility Authority provides water and sewer service in Hickory Creek, Lake Dallas and Shady Shores. Its treated water is bought from the Upper Trinity Regional Water District on a contract of 3.8 million gallons a day, with three wells added during summer peaks, and its 2024 report traces the water to Lewisville Lake and Lake Chapman. The utility's drought plan counts filling, refilling or topping up a pool as a non-essential use. Stage 1 encourages customers to drain and refill pools less often, Stage 2 asks them to cut back further, and Stage 3 asks the cities it serves to suspend permits for new pools, hot tubs and spas. The soil survey maps 16 units on land inside the city, led by Navo clay loam on about 18.1% of the mapped land, Gasil fine sandy loam on 15.2% and Callisburg fine sandy loam on 13.3%, with mapped water covering about 12.0% of the area. Callisburg swells by up to 4.5 percent in linear extensibility, which the 1980 Denton County survey would class as moderate; it is well drained and carries a low risk of corroding uncoated concrete. NRCS rates its largest Lake Dallas unit “Somewhat limited” for houses because of shrink-swell, and about 20.8% of the mapped land falls in units whose main soil NRCS calls “Very limited” for houses, shrink-swell among its reasons.
Paint doesn't fix a weak shell. Ramuc has aged plaster sounded with a ball-peen hammer and any hollow or crumbling patches repaired before painting, and it packs joints and cracks with hydraulic cement or a polyurethane sealant rather than silicone, which spoils adhesion.
French Settlement, Garza and the lake
The site was occupied in 1852 and first called French Settlement, after the French family. In 1881 the community took the name Garza, possibly after the chief of a Dallas and Wichita Railway track crew, and once the original Lake Dallas was impounded, residents renamed the town Lake Dallas in 1926 or 1929; the Handbook of Texas gives both years. The City of Dallas built that first lake behind the Garza Dam on the Elm Fork of the Trinity River, completed in 1927, and the Garza-Little Elm Dam, finished in 1955, created the lake later renamed Lewisville Lake before the old dam was breached and the two lakes joined.
Lake Dallas incorporated in 1965, after a nine-year legal struggle among its residents, and grew from 489 people in 1940 to 6,166 by 2000; the 2020 Census counted 7,708. A 1920s bridge to Little Elm was removed in the 1950s as the lake expanded, and in 2009 the North Texas Tollway Authority finished today's 1.7-mile crossing between Swisher Road and El Dorado Parkway. Swisher Cemetery, off Shady Shores Road, carries a state historical marker, with burials going back to 1867, and the Lake Cities Library has served the area since 1975, with Community Park, the city's first, tucked behind it.
