A 1960s town named for its creek
The Handbook of Texas places Hickory Creek west of Interstate 35E, about eight miles southeast of Denton. Named for the nearby creek, it developed in the 1960s and had incorporated by 1969; it counted 218 residents in 1970, 1,422 in 1980 and 2,078 in 2000, and it has a mayor and council and its own police department.

When gelcoat wears
The inside surface of a fiberglass pool is gelcoat, a colored resin sprayed onto the shell when it is made; Latham's care manual puts it at seven to eight times the thickness of a normal coat of paint. In the view of River Pools, a fiberglass pool maker, resurfacing is rarely needed at all, and refinishing usually waits until a pool is 20 or 30 years old, while ecoFINISH, which sells a refinishing coating, says most start showing wear after 10 to 15 years of regular use. Tallman Pools, another maker, ties discoloration, chalking, fading, etching and scale to incorrect water chemistry.
Cracks and blisters
Spider cracks are hairline cracks in the gelcoat that are typically cosmetic. River Pools traces them mostly to improper installation, an uneven base or debris beneath the shell, and Barrier Reef Pools says they most often start in transport; Latham calls them not uncommon and has repair kits through its dealers. Blisters are an osmosis problem: water passes through the gelcoat, meets contaminants and forms molecules too large to leave, and the outward push lifts the gelcoat off the laminate. Barrier Reef links that to a surface worn down by chemical imbalance; River Pools treats such blisters as a cosmetic problem, not a structural one. Gougeon Brothers, whose guide covers gelcoat blisters on fiberglass boats, warns that blister fluid can be under as much as 200 psi and calls thorough drying the most crucial step of the repair.
Stains, scale and recoating
Tallman Pools reads a stain by color and treats metal stains with ascorbic acid at about one pound per 10,000 gallons, after chlorine is taken to 0.0 ppm and pH to 7.2. It tells calcium carbonate scale, which foams under a drop of muriatic acid, from calcium silicate, which doesn't and is a job for a fiberglass technician. When the whole surface is worn, River Pools' standard recommendation is a polyethylene powder coating sprayed over epoxy and set with heat, which lets refilling start the same day; Insl-x, Ramuc and Olympic each specify an epoxy pool paint for fiberglass instead, and River Pools keeps new gelcoat to smaller repairs.

Water in Hickory Creek comes from the Lake Cities Municipal Utility Authority, which the State of Texas created in 1964 to serve Lake Dallas, Shady Shores and Hickory Creek. It is a member of the Upper Trinity Regional Water District, buys treated water from it under a contract for 3.8 million gallons a day, and tops that up with three wells inside its boundaries during summer peaks.
Test the fill water before balancing it, because fiberglass makers don't agree on calcium. Latham's warranty asks for calcium hardness between 250 and 350 ppm; River Pools wants it under 120 ppm with pH at 7.2 to 7.4 and calls calcium the root cause of most fiberglass discoloration; Tallman Pools keeps calcium at 80 to 120 ppm and warns that scale can form once pH passes 7.4 with calcium over 120. River Pools and Tallman both rule out calcium hypochlorite, and Tallman uses only liquid chlorine or a non-chlorine oxidizer to shock, so match the water to your own pool maker's range.

The Town's permitting department reviews, permits and inspects construction under its ordinances and adopted codes, the 2021 International Building Codes and the 2023 National Electrical Code. Its pages don't say whether a pool repair or a resurfacing needs a permit, so ask the department before work starts. Its fee schedule, adopted June 24, 2024, sets flat fees of $850 for an in-ground pool permit and $200 each for a spa or an above-ground pool, and work done without a required permit costs twice the underlying fee.
The pool fence ordinance
Section 3.06.005(i) of the Code of Ordinances requires every pool and spa in town, private or public, to be fenced or enclosed all the way around, four feet high or more, with gates that close and latch by themselves and no gaps larger than 4 inches. The same section bars putting water in any swimming pool until a fence meeting those specifications is in place, which is worth remembering before a refill.

For a pool permit, the Town wants a digital set of plans with a plot plan stamped by the utility companies, the subdivision's standard setback lines and a tree inventory plan. Its inspections run through setback, belly steel and p-trap, underground electrical and gas, deck steel and a final.

The creek the town is named for runs fourteen miles southeast across Denton County to Lewisville Lake, through a flat to terraced landscape of calcareous, clayey and loamy soils over limestone, and Alton, the county's second seat, was founded on its banks in 1851. Inside the town's Census boundary the soil survey's four largest units, the Birome-Rayex-Aubrey complex on about 23.7% of the mapped land, Callisburg fine sandy loam on about 20.7% and 9.6% at two slope ranges, and Birome fine sandy loam on about 10.1%, all reach 4.5 percent, inside the moderate band (3 to 6 percent) of the 1980 county survey.
The Town calls Hickory Creek one of the communities that circle Lewisville Lake and offers access to seven U.S. Army Corps of Engineers parks on its shores; Arrowhead, Harbor Lane, Sycamore Bend and Point Vista parks are leased and run locally. Arrowhead Park, off I-35E at exit 457a, has boat ramps, a courtesy dock, a pavilion and a playground, Harbor Lane Park is reached through the Harbor Grove subdivision south of Swisher Road (FM 2181), and Tanglewood Park, at 31 Robins Nest in Lakewood Gardens off east Main Street, is the only park the Town owns. Check the warranty terms
Latham voids its warranty when a pool is drained other than by a dealer, River Pools says only authorized fiberglass professionals should drain one, and Tallman Pools wants its written authorization first.
Ask the Town
The permitting department says whether the work needs a permit; work done without a required one costs twice the fee.
Check groundwater and brace
Before the water comes down, the groundwater inspection port is checked and pumped slowly if needed, and the pool is braced, commonly with three braces across it, 18 to 24 inches down from the top of the walls, in dry weather.
Repair or recoat
Cracks and gouges are roughened, overfilled with catalyzed gelcoat putty and sanded flat once cured; blisters are opened, dug out and dried; a worn shell gets an epoxy base and a heat-set coating, or an epoxy pool paint.
Close the fence and refill
The fence goes back up before any water does, under the Town’s ordinance, and the floor is watched so it doesn’t lift.
